That's how they finally busted out the private clubs that had been running for years - they managed to get police plants on the inside and found that the dealers were hustling the donation box so severely that it was, for all practical purposes, a rake. Plus, while the clubs claimed that any excess donations went to charity, they found the books to be, shall we say, a little cooked.
They had membership charges of $1 per year, which could be rescinded any time without warning, and which would no longer allow one access to the club. Obviously, should one decide not to voluntarily donate, one may find one's membership status to be in peril.
As far as I know, DD', the law is the same in Canada and America. But it appears I could easily be wrong :P
