Engineer's internet gaming fight

See today's wall street journal. It may be a slower approach, but Lederer and some academia are trying to prove that poker is more skill than chance. I guess the law that makes on line poker illegal applies to games of "chance". Funny thing is that credit card wagers on line for horse racing is legal. That's a game of skill? The activity of actually running the race might be, but not the "game" of wagering on the outcome.
