The largest hand the dealer can have is 12 cards, six aces, then a six, and then five aces. If they hit a soft 17, then it is 13 cards. Just replace the six with an ace five.

How do dealers seem to pull all those multi card hands all the time?
Answer: We get to try for 17 EVERY time, and it's very easy to notice and remember when the dealer does it. Just think about it a second, if Ace Ace comes, which is common, there are 4 cards pulled already and not much value has been added yet. If you tried for 17 every time you would get the same results.
