When I make a hand in the 17-21 range against a dealer who does not bust (and we both don't have BJ, I am consistently losing at least 5% of the bets. I would have thought it should have been a 50/50 split for this outcome. Am I missing something or is this just down to variance?

So 95% of the time you win or push? I'd say you have been extremely lucky!

Let us focus on this specific category of non-blackjack 21 hands. A couple of years ago, Don provided these two numbers: for a 6-deck hit-17 game, the probability of dealer getting a non-blackjack 21 is 7.29%, but that of player when playing basic strategy is 7.16%. Dealer will beat player by getting more often such a hand.
