Sure you should know basic strategy but rather than just say you should know it, here is a little thought on this play.
Too often we always think or were taught that the next card is always a 10. Well you split 2,2 and how often will you get 4 straight 10's and bust both hands.
What we do not often think about is that just as easily as getting a 10, we could get either a 6,7,8, or 9 on our 2, putting us in a situation where a hit or double might beat a dealer 17. We could also get an ace, or any card besides a 10 and we still not have a stiff and even with a stiff 12, there is a better shot at not busting than busting. We could also get additional 2's, land up with more hands and more doubles.
So we split them and know that a 7 is a weak dealer card.
But this is blackjack and nothing is guaranteed. Just as easily as having a bad 17, that dealer might have an Ace, 2, 3 or 4 in the hole, or perhaps a 5-9 for a stiff. So overall it is a good play but like every play it is not guaranteed.
Your natural vs a dealer 2-9 is a guaranteed winner, everything else is to be determined!
