Limitations on mathematical skill...
I'd be wary of allocating knowledge in one field based on knowledge on another field. Dice control is a physical skill. It can be analyzed but cannot be attained by mathematical knowledge. Even the analysis is difficult, as its very hard to obtain an unbiased sample.

Absolutely.There's no way to get enough statistical information (let alone the validated type) to give the math seal of approval. Many can attempt and/or practice the "skill" as often as they'd like. Few will pass as qualified. All the practice in the world on some sized down table is meaningless. Pitchers don't warm up in the bullpen at 45 feet and then come in to pitch from 60' 6". Along the same line, anyone can practice pitching day and night, but that won't get you to the big leagues. Baseball camps/dice control seminars - nothing more than blowing a few bucks for a hobby if you're so inclined. Aspirations of getting to the major leagues should be checked at the door or gate, as the case may be.
