Those are the only certifications that I make, in addition, as stated above, the intent is to cover tuition, books and room and board. The govt may request that you prove your expenses, but living where I do, my tuition books and room and board far exceed 18.5K, that is not a problem. I see nothing illegal or fraudulant here...
