There are free bet tables in many casinos in California and i think in several Vegas casinos.
Are these free bet blackjacks shoe games? I observed most of them were dealt by a one2six CSM shuffler. Recently I played a down under blackjack CSM but found it boring.
If it is a shoe game, card counting probably requires identifying those situations where a free bet is coming. That's not HiLo though.
Most free bet tables are 6 decks, I think. There are some 2 deck, 8 deck and CSM.
