Best defense if you are not happy with fast play is to slow down your play. I have done that many times over the years and it is very effective. If you are one on one it is especially effective. If you are alone at the table and the count is good or bad the speed is not important. the cards do not know how fast they are being dealt.
Your bankroll sure will. The faster the dealer deals, the more hands per hour you play. The more hands per hour you play, the higher your hourly win rate...
Bottom line: faster is _always_ better if you play with an advantage (as a counter does). Slower is better if you don't...
I specifically try to find the faster dealers rather than the ones that drag every card from the pack and take 3-4 tries to flip them over...
