Don't play at Holiday Palace which located at Poipet, Cambodia. It's cheating casino. I and my friend play there around 5 shoes and found that True Count is ALWAYS HIGH, very high but no high cards come out. Then I count for 10,J,Q,K and found that there are only 40+ at 6 decks shoes cut 2 decks, burning cards is around 20+.
Don't play there with Counting, believe me.

Some years ago I was on a trip in South Korea outside of Seoul in a small casino called the International. It hosted mainly tourists and Army personel from the Base there. The limit was around $300US with excellent rules (+ off the top) 4-decks but only allowed 1hand per player so I took my partner to play another hand. We were winning some after a couple of hours with no heat. The dealers are all young women no more than 30 yrs old, very shy and innocent looking.. The casino was freindly. Another hour passed and we got a couple of hot shoes and they had to refill the rack. Now a new dealer comes in (same young type) and sweet deals to everone. I lost a bunch back during the next hour until she took her break. Now she comes back and for several shoes I keep getting these very high running counts and they stay high until the cut card comes out. Now everyone knows that this happens and you find yourself betting into a shoe where the high cards don't come out and they are behind the cut card. This started happening too often so I started paying more attention to the dealers movements. While I was doing that my partner was telling me to quit because of the possibility that we were not playing with a full deck. I was trying to see if she was doing anything unusual and discovered that sometimes when a player would bust out with high cards or when there was a BJ then she would scoup up the cards and plug them. By doing this she maintained a large clump of high cards and keep them together during a simple shuffle. When she could pick up a stray ace then she would plug it in a different section. I played a few shoes to confirm the high counts but the table was full so I didn't get to cut much. However the counts shot up and down an unusual amount. My partner was convienced that not all the cards were there and I was weary of the situation. I knew I would not return there so I asked the pitt boss aside and told him that I suspected that some cards were missing from the shoe. He left and came back with the shift manager. The manager told me that they would pull the cards out of the shoe and sort them as I looked on in a private room and if I agreed to that then I would not be welcomed back into the casino again. I agreed to that. The cards were taken out of the shoe then sorted in full view by 2 other dealers on a wide white table in just a few minutes. All the cards were there. So... folks... not always extremely high counts mean that there are missing cards. They may be hiding somewhere and the challenge is to find them.
It is very risky for a casino to play with a shortened deck because the corpus delicti is right there. But if you have doubts you should turn up for the start of the session. They have to expose the cards before the first shuffle.
Trying to keep clumps of high cards out of play is also rather foolish against a card counter since the player gets the final cut.
Five shoes is definitely to short of a sample for a judgement but the fact that the shoes resembled each other is an indication that the shuffle might be easily trackable.

I think your advice is good if they have to expose the cards when a new deck or pack of cards is brought into the game. But is that a requirement in Cambodia? There are certain casinos in the United States that do not expose new cards. Perhaps the same is true in Cambodia.
I also agree with you that five shoes is not enough to tell.
What I know is that I wouldn't play in a casino that doesn't expose the cards before play (not only for new decks!) or refuses to do so on request.
Usually, the casinos check the cards for their own sake but in every state regulated casino it's an obligation.
Once when I went to play in an illegal casino in Germany, I had the same suspicion as the original poster and insisted on seeing the cards as I was the only "customer". When a ten was missing the boss assured me that "one missing ten doesn't matter at all" but a little later the missing card was found and the game could resume.Later I found out that whenever the cards weren't running in their favor they brought in new decks.Superstition will never die!

There have been many counters claiming been cheated at Cambodia. I suspected once at Poipet. A counter who played quite big and played long time at Cambodai with his team claimed the results of his team suggested most of the games, if not all, at Camboida were OK. I came across short deck at Korea's Sorak Park Casino. It was 1995. my teammate played alone for an hour reporting high plus count in the end but high cards not coming out. I played alone counted plus 24 rc in the end. It was 4 decks and the casino usually cut one deck off. I watched the undealt, rich high cards, pile wanting to track them. The dealer spreaded undealt cards on table checking exposed cards. I found there were only about 35 cards. This was my first encounter of short shoe. I jumped up and asked checking cards. The dealer collected the spreaded cards calmly then took whole cards AWAY from the table under to my surprise. She walked behind a center table, bent down and up then took the cards back. She said the casino was offened by my constant attacks( we complained earlier on the dealer's selective clumping high cards, alternated face card, and dealing seconds). I could check the (fixed) cards but if all cards were in order I would not allow continued playing. Realizing the cards been fixed I opted for continue playing. I played the second day with newly spreaded complete cards. I and my teammate kept the tbale opened continuely for 24 hours never given dealer chances for shorting cards and won (back) about $20,000.

A counter friend did ask checking cards at a Poipet casino(Tropicana) finding all cards were in presence.

I think all 5 shoes with very high count and no high cards come out is unusual situation.
One more thing that make me believe i have been cheated is they change the shoes after i finish play a normal shoes and they didn't expose any cards in new shoes - with this new shoes the count is very high and no high cards come out. I think they made a trick on this shoes for counters because they was attacked by Japanese counter recently.
Tropicana at Poipet is OK (table 100), The count at Tropicana is low or very low and sometimes you'll find the high count. I can get some money back from there. Their rule is very attractive - you can double down anytime you want - you can double down at 2,3,4 or 5 cards. However, normally, their shoes is 8 decks but cut 4 decks !!!
I never see any casino at Poipet expose the cards when they change the shoes at blackjack game. Can I ask them to expose the cards for checking ?
1. Obviously you never play at early morning. The casinos do spread cards in the morning .
2. My frined had asked Tropicana(Poipet) opened cards once finding no problem then.

or does it seem like most of this post is in some kind of broken english? Is this normal? I'm new here but it appears to me that a casino employee posted this to discourage counters from visiting. Again I'm new here and may not understand how widespread this forusm is. I didn't even know there were casinos in these countries.
