Rule changes to BJ games are somewhat rare, and once a casino decides to change a rule, they usually stick with it for awhile. In most cases, they change the rules for the worse, and the changes become permanent. Even when they improve their rules, they're probably going to keep the new rules around for awhile unless they notice a huge drop in their holds which they deem unacceptable.
One reason they don't change rules often is it can be a bit of a hassle for them to do so. I believe most gambling jurisdictions require casinos to submit their "internal controls" (rules/procedures for dealing a game) for approval before they can offer the game to the public. Every time they change a rule, they have to go through some process to get the new ICs approved.
Another reason they don't change rules often is it can confuse their dealers, their pit, and their customers. If they change a rule once (e.g. they decide to no longer offer surrender), they can post a memo in the break room and the pit can brief the dealers about the change at the beginning of the shift the first few days the rule is in effect. However, if they change a rule on a monthly basis, everyone will have a hard time trying to remember "today's" interpretation of the rule.
