Windsor
Current Windsor rules(Oct '08)
I was there in late October. Things have changed since the Harrahs takeover, and not for the better.
I used to like the high limit room up off the main floor. It was quiet and pleasant, and you could get a $25 - $1000 game just about any time. It's still six decks, NMSE, but the minimums are now $100 all the time. I think it's still S17, DOA, DAS, RSA3, no LS. I couldn't check the pen because there was nobody playing when I went up to look - just bored PC's standing around. I talked to a couple of them and they weren't happy about the changes.
The main floor is all 8-deck, same rules as above, and limits have been raised too. Instead of mostly $10 mins with a few $25's, and the odd $5 table in off hours, it's now $15,25,50 mins with maybe one crowded $10. I think the max's were $300 - 1000. Pen seemed to be dealer dependent, 70-75+%. The pale yellow cut card is quite difficult to see; you almost have to watch at the end of the shuffle to see where it's placed. One other thing that annoyed me - if a table goes dead mid-shoe they aren't allowed to spread or shuffle - no good reason given. You can enter mid-shoe.
Hope this answers most of your questions.
