Yes, there would be a time you would hit the 12. A 12 only wins when the dealer busts. At some point, there are enough low cards in the deck to make the dealer busting, even with a 6 showing, very unlikely. Also, with so many low cards in the deck, it is equally unlikely you will bust, and therfore it is to your advantage to hit the 12 against a dealer's 6, when the count is low enough.
Conversely, if there is an extremely large amount of 10s left in the deck, you are better off standing on your 15 and not almost surely busting by hitting, and hoping the dealer does not have another 10 under his 10 up card, must hit, and hopefully busts.
The counting system being used, the number of decks used, the particular rules of the game, cause variations in what these numbers would be at which point it is profitable to not follow basic strategy.
