RO6 or better...

For Single Deck, usually penetration is measured in terms of rounds, with R06 being the minimum acceptable. Speaking for myself, I want a heads-up game with R06 or better. R06 with 3 people gives 12 hands (including the dealers) or 12x(2.7) = 32 cards dealt, on average. R06 heads-up gives 5 rounds (= 27 cards dealt, on average). Fewer than 3 rounds and you might as well sell trading cards at a swap meet. For example, you will find casinos that offer SD with DAS or S17 on their Single Deck, with R05 (for example, the Silverton)... penetration is much more important than favorable rules, so walk.
The best games are the ones that are R07 or better, and those are pretty much dealer dependent, and often a single dealer may give you such a game for a few minutes, then stop, or the dealer's shift ends, or the boss whispers in her ear, or you are tossed, or something else messes them up. So, if someone finds a decent R07+ game, they sure aren't going to advertise it.
My current favorite SD game is in Nevada, but not in LV, and the dealer I love the most (although they are all generous) will deal until she thinks she cannot get another round. Quite often that means the last round is dealt down to fewer than 5 cards left. It's like heaven... if it's not already burned out (haven't been there since August). If you read "Blackjack Autumn" you get an idea for the incredible games that await the patient seeker.
I have found R07/R08 in many casinos. The Shoe rarely gets better than RO6, but on occasion you can get a great game, provided you are willing to toke the dealer after every shuffle for the first few rounds.
