You won't have a problem spreading 1-3 on the major strip casinos.
However, your 1-3 spread is going to yield a poor SCORE unless you backcount and wong in at TC >= +1 and wong out at TC <= 0.

You will be better off spreading 1-8 to get a lion's share of the EV from your game. Spreading $10-$80 you win $34/hr but your longrun index (NO) drops to only 16,535 hands and your SCORE rises to $60.48
You won't get any heat for this at low levels. However, ifh you're betting blackchips, you will get zero heat for 2x$100-2x$300 and considerable heat for 2x$100-2x$800 however.
