Why does it now take an act of Congress to get a lunch comp at Caesars?

What idiot bean counter is behind the new policy at Caesars that requires the pit boss to get hold of a host for even the simplest lunch comp? The pit bosses shuffle around embarrassed for half an hour, dialing and redialing hosts who never answer, and trying to explain why they can't treat you to the noodle house after you just lost ten grand.

Message to PPE: THIS IS ANNOYING!

You know, Bellagio and MGM don't put you through this.

I heard the problem guy is some Jimenez.
