Which part of penetration makes the difference?

We read constantly that penetration is a key feature to good results, but I've never heard a specific description of the reason.

Is it:

1) High counts early in the shoe aren't as valuable.

2) You don't get enough high counts in order to gain an advantage?

Both, either, other reasons?
