where does heat usually originate from?

hello fellow a.p.s.....

can anyone answer this for me?:

where does heat originate from? does it usually start with the pit people calling the eye in the sky, does it usually start with the eye in the sky noticing your play and then alerting the pit, or is it 6 of one, half dozen of the other? thanks to whoever has an opinion...
