Using CBJN and 6-5 payout

I am new to using perfect basic strategy. I do not count cards. I called several Vegas casinos to get their BJ rules. Is the CBJ News important to have if you don't count cards? Casinos don't seem to change their rules, although of course the rules vary from table to table.

Also, I have read about the scamming 6-5 BJ payout. But is this ever used in multiple deck games?
