Truncated or floored?

Let's use 12 vs. 16 for the example. Wong (in Professional Blackjack)uses 0 as the index number--truncated. Schlessinger use the index number -1 for the same situation. Could one of you pros please detail the differences here. Thanks in advance, Mezomorf
