Quick Burn Card Question

Is it normal for a bj game with burn card rules to burn two cards? (one burn card for every start of the round and another burn card everytime before the dealer starts hitting?)

Played with such rules (8 decks but use up all the cards possible in the shoe) last night in an underground casino.
