Question about 2 deck game

I recently visited a casino that offered a double deck shoe game, however they put the shuffle card at 50% penetration no matter how many people were playing even 1 player.I didn't play because I felt that it is not really a double deck game and is somewhat misleading.Would this be a beatable game? I use Hi/Lo with I18 and 1 to 12 spread on 6 deck shoes.Game is stand on soft 17,double after split allowed,no resplit of aces,Split up to 4 hands,3 to 2 on blackjacks,no surrender

Thanks
