Q for Mr.Cellini

If a guy comes into a casino and seems to win a lot but surveillance arent sure if he is using some advanced form of advantage play or just plain lucky.ie he is not raising bets as a counter normally would.
Will he be barred anyway or will they continue watching him to statistically determine whether he is just lucky or not?
