Is Pontoon/Spanish21 beatable?

Yeah as title. It is the blackjack without the tens. I know that means way worse disadvantages for the game without the tens, but the main point for this game is pressing the pandemonium button. Here in Australia, there's a 1$ sidebet you bet every round and if you get a blackjack, you get to press a button that will give you free cash anywhere from $10 to a few thousands I belive. Besides that, surrender option is given if dealer shows king,queen,jack or ace.

So is this game beatable? Can someone show me a link that has specific basic strategy for this game? Are there any card counting methods for this game?
