Finding BJ Promotions?

Don't know if anyone saw this show on i believe TLC called SEX, DICE, and VEGAS. On it they stated that a new casino is opened every two weeks in Vegas. Then they showed an opening night, and on opening night they had a blackjack pays 3 to 1 promotion. Are there a lot of these promotions that can be found in Vegas or any other gambling destination for that matter? If so, how do you find out ahead of time? Seems like a lot of new casino's would offer these promotions to get you in their doors.
