even worth counting w/65% pen?

Hi, I was playing a 6-deck game the other day and EVERY dealer was cutting off around 2 decks from each shoe giving a lousy 65% pen. I was wondering if it's even worth counting with this type of pen? I might as well just flat-bet the minimum no? Is there any way to attack this type of lousy pen? Thanks for any help!
