Dealer Probabilities

This is one for the maths guys...

I am trying to code the possible dealer totals given cards that are in play. I have seen the dealer probability calculator on qfit.com and read Peter A Griffin's Theroy of Blackjack (6th Edition) which explains this calculation on page 158. However i have not been able to recreate it at home.

Can anyone help me here?
