A Welcome Refusal

I would like to compile a Top Ten list of reasons to be a welcome refusal. To give credit where credit is due, this idea was floated my way via scobee some months ago. I would now like to persue it. So, if you would, please chime in and tell me what you think are the best ways to become a welcome refusal. Thanks much all.
