Too vague for a decent answer
Your question is far too vague for a good answer. What kind of game, what rules, what levels of penetration, and what kind of spread is permitted, and what is your risk tolerance are questions that come to mind. Generally speaking, I'd prefer better penetration, but it is a matter of degree. Playing poorly penetrated games with a large spread can be profitable, but you are greatly increasing your level of risk. Of course, I am assuming you are using conventional counting methods. For example, if you find a dealer who is a hole-card flasher and know how to take advantage of it, then issues like penetration and bet spread may become minor considerations.
As it is, your question is just too vague for a proper answer.
