Depends on where you play
While it's correct that many casinos won't allow their dealers to take matters into their own hands (or, if they do take action, they face consequences ranging from a verbal warning to termination). However, I have been at places where the dealer is buddies with the shift manager and is comfortable making their own such decisions.
There was one time I got half-shoed, and I was almost certain the dealer was acting alone. This casino has always been tolerant, there was no heat, and there was no interaction between the dealer and the pit. Knowing that the next dealer rotation was only a few minutes away, I stalled such that the shoe would end after the rotation.
The next dealer comes in, and is visibly surprised when the cut card comes out so early. She looks at the original dealer (now at the next table which had no players) with a confused look, and he winks at her. This prompted her to also half-shoe me. Now I had to add not one, but two dealers to add to my shit list.
I moved to a different table and played a few more shoes, all with the normal penetration for this casino. There was no heat from the floor. It was obvious that I just had a couple of dealers who decided it would be fun to screw around with the pen.
