Penetration of .95% ?! Whoa. The dealer shuffles after dealing like two cards hand to every player.

play as many boxes with max bet as you can. But don't play so many
boxes that you will force a shuffle mid round, because those cards
will come out starting at 0 count.
And make use of the gigantic TCs you might see when drawing.
I don't understand all these odd questions.
There is a _correct_ betting strategy for your bankroll and your current true count. It isn't something you make up on the fly, except for an occasional "cover" bet when things change faster than your bet logically should.
If you are playing multiple hands, there is a formula to equate a single hand at N units to X hands at Y units, to avoid racking up your risk of ruin. For example, I spread 1-8 in a group of 2D games I frequent. If I play with another player, I change the 1x8 bet to 2x5 to get more of the good cards for myself... I would often like to go to 2x10 or 3x10, but I _know_ that even though the advantage is higher than usual, ramping up the bets also ramps up the variance to the point that it can be a killer... Work out a betting spread that will beat the game you are going to play, then stick with it. You can shift to 2x5 from 1x8 and actually lower your variance a little at the same time since when one hand loses, the other might win, reducing those big losses. But know how you are going to bet _before_ you sit down at the table. Then, once you sit down, follow your plan or leave. Mid-session betting changes can lead to disaster or worse.
You really need to read some books, or posts, or web sites, on proper betting strategy. Then you will see there is no question to ask, since there is only one right answer for a given bankroll, game, and counting system... The only question you have to answer is "how am I going to get my spread on the table without advertising that I am a counter?"

If one encounters an opportunity, why not make use of it, rather

I can say that i can survive financially 10 situations when i do all-in.

So u think that when u do smooth bet spread,then nobody guess that u are counter...
even if u play basic strategy correctly it seems sucpicious at least my country.Not to mention bet spread

for me it takes 10 minute to realize is that player counter or not.
And i think pit boss isnt less confident that i am.
If you force a shuffle midround, the shuffle will be missing the cards already dealt, so your running count will be exactly the opposite of the running count before the round. You could also be able to predict the dealer's hole card.
I had fun with this at casino night during my company's Christmas party. One time the count was -2 and a player had 15 with only one card left in the deck. I strongly suggested that she could not possibly bust. (The other missing card was the hold card.)
"all in" doesn't parse to me, unless you are talking about holdem, then my hi-lo counting won't help much. :)
If someone suspects you are counting, you will be had, if you are counting. If your bets correlate with the count, you are a counter. You simply have to stay below the radar from the start so that they don't try to see how your play goes with the count...
Can't speak for foreign casinos, no experience. But in the US it is pretty managable if you are careful.
If you had intended staying for the next shoe, you may suffer another unintended consequence of your causing the shuffle. The dealer may give you much less penetration to avoid the same situation recurring. You may know what is normal in that casino and they might expect to run out of cards but if not you might kill the golden goose.
