I am assuming that the single deck game pays 3:2 on blackjacks, and has at least the rule of six when it comes to penetration. Based on that assumption, and further assuming the same max bet in both games, then the single deck game with two other players is better from an EV point of view if you are playing all hands. There may be other things to consider, such as casino tolerance, wonging possibilities, flashing dealers, and the penetration available at the two deck game, but in general terms, crowded tables should be avoided. This is especially true in pitch games, whether one deck or two.
