Legalization of soft 17 & topless showgirls
Rumors have it that Jersey casinos want to increase its bottom lines by twisting NJCCC's arms in the legalization of soft 17 & topless showgirls. If passed, soft 17 will increase the house edge by 0.19%. As to the topless showgirls, well... it will definitely help to bring in lots of money for casinos. I think NJCCC Guys will pass the combo easily. I'm sure these guys love topless showgirls, lol. I have found these proposal stuff for your perusal:

Summary
The rules governing the authorized game of blackjack prescribe the point count to which a dealer shall draw additional cards to complete his or her hand. Pursuant to N.J.A.C. 19:47-2.12, a dealer shall draw additional cards until he or she has a hard or soft total of 17, 18, 19, 20 or 21, at which point no additional cards shall be drawn. A �hard total� refers to a point count of a hand which contains no aces or which contains one or more aces that are each counted as 1 in value. A �soft total� refers to a point count of a hand containing an ace when the ace is counted as 11 in value. See N.J.A.C. 19:47-2.1.
The proposed amendment to N.J.A.C. 19:47-2.12 would permit a casino licensee to offer an option at designated blackjack tables that the dealer shall be required to draw additional cards on a soft 17. Thus, if offered, a dealer shall draw additional cards until he or she has a hard total of 17, 18, 19, 20 or 21 or a soft total of 18, 19, 20 or 21.
The house advantage for blackjack would increase by approximately 0.19% at a table at which the option for a dealer to draw on soft 17 is required.
If a casino licensee offers the required card drawing option at a designated blackjack table, the proposed new subsection at N.J.A.C. 19:46-1.10(m) would require a table layout inscription reflecting the alternative dealer drawing and standing rule.
An additional amendment to N.J.A.C. 19:46-1.10(d) would accurately reflect similar treatment for the alternative dealing procedure set forth in N.J.A.C. 19:47-2.6(k) (�Double Exposure Blackjack�).
This notice of proposal is not required to be referenced in a rulemaking calendar since a public comment period of 60 days is being provided. See N.J.A.C. 1:30-3.3(a)5.

(d) [Notwithstanding the requirements of (c) above, if] If a casino licensee offers blackjack rule variations in accordance with the requirements of N.J.A.C. 19:47-2.6(k), the blackjack layout shall be approved by the Commission and have imprinted on it, at a minimum, the following [additional] inscriptions instead of the inscriptions set forth in (c) above:

(n) If a casino licensee offers the option set forth in N.J.A.C. 19:47-2.12(b)2 that requires the dealer to draw additional cards on a soft 17, the blackjack layout shall be approved by the Commission and have imprinted on it, at a minimum, the following inscription instead of the inscription set forth in (c)2 above:
1. Dealer must draw to 16 and soft 17 and stand on hard 17�s and all 18�s.

(a) (No change.)
(b) Except as provided in (c) below, a dealer shall draw additional cards to his or her hand in accordance with one of the following options:
1. The dealer shall draw additional cards until he or she has a hard or soft total of 17, 18, 19, 20 or 21[, at which point no additional cards shall be drawn]; or
2. The dealer shall draw additional cards until he or she has:
i. A hard total of 17, 18, 19, 20 or 21; or
ii. A soft total of 18, 19, 20 or 21.
