Are you sure you own a legit copy of SBA?
In any legit program's HELP file, you can find the following :
..An index is followed by 'R' if it is reversal. For example, an index 8R* for splitting 8,8v10 up means that one should split 8,8v10 up if the true count is LOWER OR EQUAL to 8.
So, 17 vs A 1R means that you should Surrender if your count is +1 or lower. In 15 vs A -4 21R, you should Surrender when the count is anywhere from -4 upto +21. (I don't know how you generated those indices, by the way, so I'm just commenting on their meaning. I have no way of knowing whether they are correct ot not.)

PS : There's a typo, by the way, in the SBA HELP file. In the above Surrender example, the text says "...if the true count is LOWER OR EQUAL to 10"!
