How does this 5-card play work?
First, how many decks are used?
Do you get the 0.4 bonus even if you bust? I doubt it, but some places have really strange rules.
If you don't bust, do you automatically win 1.4 bets, regardless of the dealer's hand? If this is a No Hole Card game, do you win even before the dealer checks for a BJ?
If you don't automatically win, do you win the 0.4 bonus if your hand doesn't win? For example, if you hit your 17 and receive a 2, but the dealer has a twenty, do you win 0.4 (for the 5 cards) but lose 1.0 bet, for a net loss of 0.6? Or do you get the additional 0.4 only if you win? How about pushes?
The quick analysis posted by OldCootFromVA may be flawed, since he assumed that any time you hit your 4-card hand without busting, you'll win. If that's not true, then his reasoning is inaccurate.
