I've mastered a level I system, and doing quite well for just starting out. Winning an average of $1500 in a 3 hour sitting.
What's the best level II system out there, or better yet, a system that's a more money maker than Hi-Opt I? Hi-Opt II?

If you must upgrade, hi-opt2 is good.
It's not the level I or level II or level X for that matter that makes you win $1500 in 3 hours. It is something called Standard Deviation, or Variance or 'Lady Luck' as ploppies call it.
The truth is that your expected value is probably $45 (a guess) for that 3 hours with level I, and level II will make you about 8% (10% minus errors) more of level I wich is about $48 for that very same 3 hours.
but be cautious,just because you a strong system does NOT make it gravy. In other words,easy come,easy go.

I have an Indian casino 30 min. from me. The shoe rules are exactly the same as typical strip rules. For some reason, I cannot win more than 10 units in a 24 hour period, when I can average 15 units/hour using the same techniques on the strip. What's the deal? Cheating?
Wongs Halves is the best sytem period. I used Uston APC for years,
and switched to Halves when I started playing shoes primarily. Now
when I play single deck, I do better with Halves than the Uston Count.
Buy Professional Blackjack from Stanford Wong, double the values to
make them whole numbers(2&7=1 not 1/2, etc., and divide for true
count using half not whole decks. This is the best bj advice you will
ever get.
If you master Hi Opt I already I would suggest adding multiparameter indices for the A side count or even including a second count.
However if you play shoe and want a level II I would suggest UBZII.

Might be, but it's more likely to be Lady Luck (aka Standard Deviation)
