What's the surrender index number for 12 vs. 10 and when do you surrender any hand that you could bust and the dealer is showing 7-A?

If the count is sky high and the dealer doesn't have bj then he or she probaby has 18-20 because the chance that a small card is there is lower than a neutral card, right? But if the true count is 10+ and the dealer has a small hole card then they would probably bust but what's the index number?
