Yes but...
As far as I know, the BJ community is split about 50-50 on the comp card vs. no comp card decision. I don't think many of us travel the world like BJTraveller does to play BJ but I woouldn't want to be caught with a fake ID in Russia or anyplace for that matter. It may not be illegal but it would be uncomfortable. While it is true that you sre supposed to play short sessions, you will still get comps for the time you play. For many casinos, there are multiple pits or casinos within a complex that you should go to in one visit. If you only have one casino/one pit to go to, you will eventually be barred if you are good. Each casino has a different tolerance for short term and long term wins. Between rooms, shows, meals, gifts, etc. I have earned many thousands of dollars in comps. If you do get a card and comps and are eventually barred under your real name, you can wait awhile and go back without a card. If you get banned with a fake ID and come back with another fake ID, they may recognize you anyway. Each casino is different, but having a comp card under my real name has added a lot to my botton line over the years. Your decision should be based on your own situation as far as how many casinos you play at, your goals for playing BJ, level of play, and many more factors.
