The answer is yes to both.
If you are down to 52 cards, the TC is 10 if there are 10 more high cards left in the deck than low cards. This can happen in the following situations:
30 high, 20 low, 2 nuetral (10 extra high cards)
25 high, 15 low, 12 neutral (5 extra high cards, 5 fewer low cards)
20 high, 10 low, 22 neutral (10 fewer low cards)
