Would casino heat go up or down if dealer tipping was banned/made illegal?

Casino profits would decline because casinos would have to pay dealers quite a bit more to retain their services. Declining profits are generally associated with increased attention paid to winning/skilled players.
Montreal and all casinos in Quebec Province prohibited tips for years and made millions anyway. Some French casinos do not allow tipping and make good money, some other places as well.
Don't believe all the Bullsh.... dealers are throwing at you!

Yes, I can personally testify. Some casinos became a lot more stringent on game protection after Covid cost them hundreds of millions of dollars.
I can see why you'd be fearful of banning tipping.
