I was playing in Foxwoods with an inexperienced dealer. She kept tumbling the stacks of chips, dropping cards, etc.
One time she had a face card up and accidentally pressed the wrong button when checking for the Ace. The hole card turned out to be another face card. The dealer called the pit boss, who decided to finish the round with both of the dealer's cards exposed.
My first two cards summed up to 9. I decided that my chances of getting a 21 or a 20 were small, so I surrendered. It worked out that time, since the next two cards were a six and a ten and the guy next to me drew the six to his fifteen.
Was my decision right? In general, if surrender is available, what is the strategy with the dealer's cards exposed?
Also, should the players demand to win or replay the round?
