Biloxi
Some answers interspersed in your questions. Others can answer some of them better than I can.
never been to biloxi or anywhere near it xcept right along I-95 south.. thinking of venturing to the deep south for some good quality games...
ive counted ONLY in atlantic city and a few cruises, using hi-lo with either 6 or 8 decks, never played BJ in LV but I'm very familar with the vegas atmosphere...
few things about biloxi:
-how good are the games?
Not bad. 1d is usually 6:5 for BJ where I see it. I ignore it. 2d/6d/etc games are ok. H17 is migrating in to the Beau Rivage at many tables. I'm not that sure about other tables at other locations.
-what are the best times to play and at which casinos?
I like the Beau and the Grand. But they are crowded on weekends. Then I move over to the Imperial Palace or Boomtown. Going between any of those is a drive, unless you want a 1+ mile walk.
-how much cover should i imploy playing a perfered $10/$15 min and
maxing out at $100-$150 on one hand?
I have gotten heat spreading 1-4 in 2d. or spreading 1-12 in 6d. But then other times I have been ignored spreading 1-6 and have watched others get away with 1-10 at 2d. I'd advise caution unless you don't plan on going back. If you don't go back, you can push the envelope to see what will break the pit's good mood. :)
-how good are the comps - food, room (drinks free in biloxi)?
Chip remover is free if you are playing. Comps have gone down IMHO but others might feel differently. I noticed in at the Beau earlier this summer that action that would have gotten a free room last year got a free meal only this year. Others have said comps are down overall, particularly as the things are getting sold/bought right and left with mergers
-how inviting is biloxi to obvious outsiders from the north (or suspected counters, if all fails)
Not a problem. Only problem is there is not a lot to do besides gamble. You can drive over to the Big Easy and hit Harrah's downtown, or Bourbon Street, etc.

Close is relative. The Grand, Isle of Capri, Casino Magic, are in a walkable cluster. The Beau Rivage is a good hike west on highway 90, probably more than you'd want to walk. Imperial Palace and BoomTown are another good hike inland. Others like Treasure Bay, Gulfport Grand, etc are a _long_ hike, probably 10+ miles west.
- is biloxi a 24 hour casino town much like AC or Vegas or does it close...
24 hours. At least every one I have played at mentioned above. They might close for a Hurricane however. :)
