So, for example, to run this simulator, it would start with 2 'Blackjack' hands and then perform a simple 'action' on the best e.v. hand as well as play out both hands using Basic Strategy.

Thanks for the link, much appreciated. I realise that there is some information that can be used to compare different hands.
My 2nd part was concerned with whether there was an existing simulator that had these (or could make these) comparisons by reading from a file so that a lot of hands could be run quickly.
For example, you are dealt 2 'Blackjack' hands and can decide which one of the 2 hands you wish to play. The other hand is discarded or played at a reduced stake. Obviously, choosing the best hand each time will create a positive ev for the player. Is there a simulator that has the capbility of running something to the scenario above with minimal 'tweaking'.
