I'm not sure of which the options to take. Given that the house edge is approximately the same (roughly .44%), should I play 6 decks at $5 minimum, where I can spread 1-15, or should I play double decks at $25 minimum, where I can spread 1-5?

If you are saying your max bet is $125, you should be able to get 1-25 at the 6D.
I would play the 6D until you build your bankroll up to allow a max bet of at least $200. A max of $250 would be even better. You could then play a $10 or $15 6D at a decent spread AND be able to spread 1-8 on the DD.

The authors of K-O book recommend 1-5 spread in single and double deck games.
First and foremost, I am a beginner, as you can tell. I'm willing to invest a replenish-able 15k bank roll. I've read quite a few books and decided to take up K-O, as it seems one of the easier count for beginner. K-O authors recommend 1-5 spread for single and double deck. Thus for green chips, it sounds reasonable, but for red chip I am willing to spread 1-15.
There are two local casinos by my town. One offers 6 decks games with this rule: H17, DOA, DAS no RSA at $5 minimum (75%pen). But as soon as you bet $100 or more the dealer would yell to the floor "check play". The other casino offers double decks with this rule: H17, DOA, DAS, RSA at $25 minimum (pen varies on dealer but usually no less than 60%).

The dealer is not saying "check play". The usual house rule is to let the floor know if the bet has exceeded a predetermined value. I've pushed out a couple of green and had cheques play called. The more times you bet more than $100 the less frequent it will be called. The dealer may not call out at all, or may say it very softly.
Do not let it keep you from getting a spread big enough to have an advantage. Try to get the dealer and floor confortable with your bigger bets and moving of your bets. Come off the top with $25 or more a few times; bet 2 x $15 off the top; drop back to $5 if the count does not start to rise; change tables or at least take a restroom break at KO + 4 after 2 decks (IRC = 0). Make your spread look like 1-6 when it really is 0-25.
