Are most strip and off-strip self parking garages in Vegas free? I know valet is normally no charge except a tip but I was mainly interested in self parking.

Much more strongly customary than to tip dealers.
The strip casino parking garages are all free as far as I know. The casino parking garages in downtown Las Vegas generally charge a fee if you're not a hotel guest, but some of these will waive the fee if you "validate" your ticket in the casino.

A couple of days ago, an elderly couple, both in their 70's, were shot in the parking lot of the Suncoast Casino in broad daylight, at 11:00 AM. Wife died, husband lived. Killer still loose. Robbery was not the motive, apparently, as the husband said his wife offered the killer money, when he approached them with a gun. He was intent on shooting them. They did not know him at all, according to the newspaper. Just in the wrong place at the wrong time, I guess.

would you tip when dropping the car off, or when you reclaim your car, or at both times?
that valet would prevent that. I see such stories all the time. Shots fired at the local mall. Shots fired downtown. Shots fired at school. Shots fired in the courthouse surrounded by cops.
If someone is intent on killing someone, I doubt the location will be that big a factor, as in the case above where it was just a random shooting event from someone out of his mind...
Most recent trip lady friend & I rented a car for the first time, and took advantage of valet parking on the Strip. We tipped a couple bucks when picking up the car. No money needed dropping off unless for some reason you would want them to park it in some special way (like keeping your Vette way away from other cars). What we found was some of the valet dropoffs weren't much further from the casino than the handicapped self-parking (lady friend is partially disabled), so half the time we did the handicapped spots instead.
So, did you tip the lady friend for the parking spot??? reminds me of the Illene and Ben Dover.
