I am just learning blackjack. I recently moved to Vegas and haven't actually played yet. My question is, how can you tell what the rules of the games are? Occasionally I have seen brochures on some of the tables, but not all. Usually I find the brochures on tables with strange games, i.e., "Fun 21." On regular blackjack tables there are none. Should I just ask the dealer?

As a rule of thumb, if there are brochures at the table explaining the game, stay away from it. It is probably a new gimmick with a sky-high house edge.
There are only a few rules which vary in game to game in Las Vegas. The 'biggie' is wether the dealer stands on soft 17 or not ... this is clearly (in most houses) stated on the 'felt' on the layout. Look for 'Dealer must stand on all 17's...'. If it doesn't say that, then the dealer will hit soft 17. As far as other rules (surrender, double after split, etc), you have to ask the dealer.
