I don't think there is such a thing anywhere. And there's not much playable blackjack in Oklahoma.

If you stay with my original answer, it will still cost you $25 an hour to play BJ. Much better than $250 for sure, but still too much, unless you play real high stakes, as someone else pointed out. Many many years ago, I played at a California Indian casino and payed the ante (probably 50 cents back then) and quickly figured out that it was stupid to pay to play BJ. Save you money and go to Vegas when you have a big enough bankroll to play whatever limit you want to play. I'd also venture to say there is a lot more to do in Vegas than Tulsa.
