If you play all, the jackpot needs to be $831,000 to break even, but the hit frequency is as small as 4.7%, so you probably should play all. The HiLo TC alone is not effective for this side bet, but Aces of diamonds are critical. However, somebody estimated a HiLo TC of +8 at least for some possible gain.
Play all just means play all hands when jackpot is a lot. When counts are high, we have a better chance of hitting it, but not necessarily overcoming the house edge.
Play all means that you sit down and play through all hands of the shoe, including any negative hands that might ensue, as opposed to leaving the table when the count is no longer favorable and looking for another table.

When the jackpot is greater than $830K, you just bet on every hand of all available hands. I have calculated this countability problem myself. Even if the jackpot amount is zero, you are still guaranteed to have an edge when there are 6.4 aces per deck in the remaining.
