This is true if you decide to use the same bet spread for play-all and Wonging. However, the optimal betting schedule will be quite different for those two scenarios.
If you decide to play-all you will need a very large bet spread so that your wins will overcome all of your small (but very frequent) losses. For that reason your minimum bet (and unit size) will have to be very small.
If you backcount instead you will only be playing when you have the advantage. That means that you can use a larger minimum bet since you do not have to �earn back� all the money from the negative counts. When you backcount you have two options:
1) Use the same bet spread. This will drastically reduce your variance and ROR, but will not change your win rate very much. You will have a similar win rate but your risk has been reduced. This is good for low stakes players who are trying to safely build up their bankroll.
2) Adjust your be spread to maximize your EV. This will increase your win rate and will keep your ROR the same. Your short term variance will increase since you are using a larger unit size, but your overall ROR will be the same because of the higher advantage. This is what most well financed players would do.
Using the optimal bet spread for each game will show a higher hourly win rate for the backcounting game.

The count will be negative or neutral about 65-75% of the time. Depending on how many hands per hour the table is playing you might only be playing 15-30 hands per hour. However, your bet spread should have been adjusted to account for this. You should be making fewer bets but they will be larger and you will have a larger overall advantage. If done correctly, your hourly win rate will increase by backcounting.

Putting more money on the table with less of an advantage is usually not a good idea. The concept behind Advantage Play is to optimize your strategy in order to get the highest EV within a reasonable degree of risk. All things being equal, when given the choice you should always prefer to backcount.
