Over the last several weeks the sound and tone of your posts would indicate that you work for a Casino or other agency. Your definition of cheating may be correct by Websters standards. However this definition does not translate nor does it apply in this case. Casino personnel are trained to use proper procedure at all times. The failure by Casino personnel to protect their games through the use of poor procedure (which in some cases can lead to highly exploitable games) is the fault of ownership. Casinos have the option to re-train or terminate personnel.
Now suppose you knew a certain type of slot machine, manufactured by a certain company had a tendency to over pay you when you cashed out. Would you tell the Casino?
Now I know some slots have signs that say:
"Machine Malfunction Voids All Plays"
But this machine malfunction can be explioted without the Casino knowing.
